What about those laws where if kids are seen “unsupervised” the parents are penalized for “neglect?”

Little House on the Prairie did parenting right
I live where it's pretty rural and at the very most half of  one percent Black
 Dirt roads, no street lights, horses grazing on pasture EVERYWHERE you drive around but never any kids outside playing.
Sometime around 2005 somebody put a portable basketball hoop down on the main road.
I drove past it for a few days and never saw any kids using it.
Then one day as I approached it I couldn't believe my eyes...a Negro Boy was using it. All by himself. 
Of course that struck me funny. 
See something THAT STEREOTYPICAL [yet so unusual for this area] made me laugh..... Image  
Some more time went by and now  the basketball hoop [on a rolling chassis]  is gone.....and so was the Black Kid, I never saw him again.    Image
